OVERVIEW
Wholesalers sit between suppliers and retailers, invoicing hundreds or thousands of customers every month, often with route sales, credit terms and rebates. Under Fawtara each of those invoices must be issued as a structured e-invoice and delivered through an accredited service provider.
In wholesale, the volume of invoices makes small data problems expensive. A missing VAT number or an unclear unit of measure can mean many rejected invoices at once. We clean up customer and item data before go-live and design checks that stop bad invoices before they are sent.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. Larger wholesalers will usually be in the April 2027 phase because of their annual supplies.
Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.
CAPABILITIES
Daily and month-end invoice runs are converted and sent automatically.
Invoices issued by salespeople on the road follow the same rules.
Volume rebates and trade discounts are issued as clear credit notes.
Buyer VAT numbers are validated before invoices go out.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
Thousands of invoices a month leave little room for manual fixes.
02
Handheld sales systems need to produce compliant data too.
03
Rebates calculated after the sale must be issued correctly as credit notes.
04
Large customer lists often hold outdated VAT numbers and addresses.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.
