OVERVIEW
Muscat is Oman's capital and its main business centre. Many of the country's largest companies, banks, insurers, government-linked companies and regional head offices are based here, along with thousands of trading and service businesses across areas such as Ruwi, Al Khuwair, Qurum and Ghala.
For Muscat businesses, Fawtara often means coordinating across a head office and branches elsewhere in Oman. We help you plan one e-invoicing process for the whole company, connect your ERP or accounting system and make sure every invoice, B2B or B2C, is issued correctly.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years.
Webtel supports businesses in Muscat remotely, with on-site visits where they help, such as workshops and go-live. We map your data to PINT OM, connect your systems to an accredited service provider and test real invoices, so you are ready on your phase date.

IT and digital businesses, including those around Knowledge Oasis Muscat.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
Head offices often manage several entities and systems.
02
Many large Muscat companies go live in April 2027.
03
Retail and service businesses issue many consumer invoices.
04
E-invoicing must fit alongside other initiatives.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.

Data is checked before it leaves your system, not after a buyer or the OTA flags it.
E-invoices are stored electronically, ready for audits and OTA requests.
Head office and branches follow the same setup.
Remote assessment means work starts quickly.
Remote support plus visits where useful.
