OVERVIEW
Manufacturers in Oman sell to distributors, contractors, government projects and export markets, often from an ERP that also runs production and inventory. Fawtara requires every taxable sale to be issued as a PINT OM e-invoice, so the billing side of that ERP needs to produce structured data that an accredited service provider can deliver.
Manufacturing billing has its own complexity: invoices tied to delivery notes, partial shipments, price agreements, scrap and by-product sales, and supplies to related companies. We map each of these to the right e-invoice and VAT treatment, without changing how your plant or warehouse records shipments.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. Many manufacturers in industrial estates and free zones will fall into the first phase because of their supply values.
Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.
CAPABILITIES
Invoices created from deliveries and sales orders are converted automatically.
Zero-rated exports carry the correct tax category and supporting references.
Sales between related entities are invoiced with the right data.
Price corrections, rebates and returns always reference the original invoice.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
Invoices depend on delivery data, so both must be correct for the e-invoice to pass.
02
Contract prices, rebates and surcharges must be shown clearly on every invoice line.
03
Plants or companies may share one ERP but have separate VAT registrations.
04
Zero-rated exports need consistent references to shipping and customs data.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.

Production and warehouse processes stay exactly as they are.
All plants and entities follow one e-invoicing process.
Clean invoice data improves reporting and collections too.
