OVERVIEW
Salalah is the main city of Dhofar and home to the Port of Salalah, one of the region's busiest container ports, and the Salalah Free Zone. The city also has a strong tourism and hospitality sector, especially during the khareef season, alongside traders, food producers and service businesses.
Each of these sectors bills differently. Port and logistics companies issue many charge-based invoices, hotels and tourism businesses serve consumers and travel agents, and traders sell to businesses across the south of Oman. We map each pattern to PINT OM and connect your systems to an accredited service provider.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years.
Webtel supports businesses in Salalah remotely, with on-site visits where they help, such as workshops and go-live. We map your data to PINT OM, connect your systems to an accredited service provider and test real invoices, so you are ready on your phase date.
CAPABILITIES
Container, shipping and logistics companies.
Manufacturers and traders in the Salalah Free Zone.
Hotels, resorts and tour operators.
Wholesale, retail and food businesses.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
Tourism businesses see large invoice volumes in the khareef season.
02
Hotels and retailers issue many B2C invoices.
03
Free zone transactions need the right treatment.
04
Property management systems must link to e-invoicing.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.

Data is checked before it leaves your system, not after a buyer or the OTA flags it.
E-invoices are stored electronically, ready for audits and OTA requests.
Designed to handle khareef volumes.
Guest and consumer invoices included.
Remote support plus visits where useful.
