OVERVIEW
Large enterprises are in the first mandatory Fawtara phase, for VAT-registered businesses with annual supplies above OMR 5 million. For a group, that usually means several legal entities, more than one ERP, billing systems outside the ERP and thousands of invoices each month, all of which have to be ready on the same date.
We run Fawtara as a programme, not a single integration. It starts with an inventory of every system that issues invoices, a gap analysis against PINT OM and a plan that sets priorities by volume and risk. Each system is then connected to your accredited service provider, tested and brought live in a controlled order.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. Because the first phase is close, enterprises need clear governance and decisions early.
Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.
CAPABILITIES
Every system that issues invoices is identified and assessed.
Data gaps against PINT OM are listed by entity and system.
ERPs and billing systems are connected through standard interfaces.
Clear owners, decisions and reporting for the steering committee.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
Invoices may come from ERPs, industry systems and older tools at the same time.
02
All in-scope entities need to be ready for the April 2027 phase.
03
E-invoicing must fit around other IT and finance projects.
04
Responsibility is often split between tax, finance and IT.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.

Every in-scope invoice is issued in the PINT OM format from your go-live date.
Data is checked before it leaves your system, not after a buyer or the OTA flags it.
E-invoices are stored electronically, ready for audits and OTA requests.
Every entity and system has a date and an owner.
Progress and risks are reported clearly to the steering committee.
Standard interfaces keep upgrade paths open.
