OVERVIEW

What This Means for You

Most small and medium businesses in Oman will fall into the second Fawtara phase, for VAT-registered businesses with annual supplies of OMR 5 million or less. That gives SMEs more time than large companies, but the requirements are the same: every invoice must be issued in the PINT OM format through an accredited service provider.

For an SME, the right approach is usually the simplest one. If your accounting software can connect to an accredited service provider, we set that up and train your team. If it cannot, we help you choose a practical e-invoicing tool, so you are not forced into an expensive new ERP just to comply.

Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. Starting early lets you spread the work over a few months instead of rushing before the deadline.

Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.

COMMON CHALLENGES

What Usually Gets in the Way

These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.

01

Limited time and staff

Finance is often one or two people who are already busy.

02

Manual invoices

Invoices made in Word or Excel cannot be sent as e-invoices.

03

Older software

Some accounting tools may need an update or an add-on.

04

Uncertainty

It is not always clear what needs to change and what does not.

THE FAWTARA MODEL

How Oman E-Invoicing Works

Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.

Step 1

You issue the invoice

In your ERP, accounting or billing system.

Step 2

It is validated

Checked against PINT OM and Omani VAT rules.

Step 3

Your provider sends it

Your accredited service provider exchanges it over Peppol.

Step 4

The buyer receives it

Delivered to the buyer's own service provider and system.

Step 5

The OTA is informed

Tax data reaches the Oman Tax Authority through Fawtara.

FAQS

Common Questions

Do SMEs have to comply with Fawtara?+

Yes, if they are VAT-registered. Businesses with annual supplies of OMR 5 million or less are expected to go live on 1 October 2027.

Can we keep using Excel invoices?+

No. Invoices made in Excel or Word cannot be issued as e-invoices. You will need accounting software or an e-invoicing tool that produces PINT OM data.

How much will it cost?+

It depends on your volume and software. We give you a clear quote after a short review, with no obligation.

When does Fawtara apply to my business?+

It depends on your annual supplies. Businesses above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027. We confirm your phase during the assessment.

Can we send e-invoices straight from our ERP to the OTA?+

No. Fawtara uses a five-corner model, so e-invoices are exchanged through an accredited service provider. Your system connects to the provider, which delivers the invoice and passes the tax data to the OTA.

Do we have to replace our accounting system?+

Usually not. Most ERP and accounting systems can be connected to an accredited service provider. We check your system and recommend the simplest route.
