OVERVIEW

What This Means for You

Trading companies issue a high volume of invoices with a lot of variety: local sales, re-exports, sales to free zone customers, discounts, returns and price adjustments. Under Fawtara, each of these must leave your system as a structured PINT OM e-invoice with the right VAT treatment and the buyer's details.

The challenge for traders is usually consistency. Product codes, units of measure and customer VAT numbers are often entered differently by different branches or salespeople. We start by reviewing real invoices from your system, so the gaps are found and fixed before you connect to an accredited service provider.

Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. Large traders above the threshold will be in the first mandatory phase, while smaller traders have until October 2027.

Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.

CAPABILITIES

What We Cover for Traders

Every invoice type

Standard sales invoices, credit notes for returns, and debit notes for price changes.

Customer VAT numbers

Buyer VAT registration numbers are checked before invoices are issued.

Exports and re-exports

Zero-rated exports and re-exports carry the right tax category and reason.

B2B and B2C sales

Both business and consumer sales are covered, as Fawtara includes B2C.

COMMON CHALLENGES

What Usually Gets in the Way

These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.

01

Inconsistent product data

Item names, codes and units can differ across branches, which leads to unclear invoice lines.

02

Missing buyer VAT numbers

Customer records may not hold a valid Omani VAT number, which causes rejections.

03

Many credit notes

Returns and price adjustments must always reference the original invoice.

04

Mixed VAT treatments

Local, export and free zone sales each need the correct tax category.

THE FAWTARA MODEL

How Oman E-Invoicing Works

Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.

Step 1

You issue the invoice

In your ERP, accounting or billing system.

Step 2

It is validated

Checked against PINT OM and Omani VAT rules.

Step 3

Your provider sends it

Your accredited service provider exchanges it over Peppol.

Step 4

The buyer receives it

Delivered to the buyer's own service provider and system.

Step 5

The OTA is informed

Tax data reaches the Oman Tax Authority through Fawtara.

FAQS

Common Questions

Are re-exports in scope for Fawtara?+

Yes. Invoices for re-exports are issued as e-invoices too, with the right zero-rated tax treatment. We map these scenarios during the assessment.

What if some customers have no VAT number?+

Sales to unregistered buyers and consumers are still in scope. The invoice is issued with the data required for that type of buyer.

Can different branches use different systems?+

Yes. Each system can be connected to the same accredited service provider, so all branches follow one process.

When does Fawtara apply to my business?+

It depends on your annual supplies. Businesses above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027. We confirm your phase during the assessment.

Can we send e-invoices straight from our ERP to the OTA?+

No. Fawtara uses a five-corner model, so e-invoices are exchanged through an accredited service provider. Your system connects to the provider, which delivers the invoice and passes the tax data to the OTA.

Do we have to replace our accounting system?+

Usually not. Most ERP and accounting systems can be connected to an accredited service provider. We check your system and recommend the simplest route.
