OVERVIEW
Freight forwarders, transporters, warehouse operators and customs brokers bill many small charges on each job: freight, handling, storage, clearance fees and duties paid on the customer's behalf. Under Fawtara, each invoice must show these charges with the right VAT treatment and be issued through an accredited service provider.
The key question in logistics is usually how charges are classified. International transport may be zero-rated, local services are standard-rated, and disbursements such as customs duty may sit outside the VAT calculation. We review your charge codes and map each one correctly, so your operations team keeps billing from the job as it does today.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. With Oman's ports at Sohar, Salalah and Duqm handling growing volumes, logistics providers often have many customers in the first phase too.
Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.
CAPABILITIES
Invoices created from shipments and jobs are converted automatically.
Zero-rated international transport is classified correctly.
Duties and fees paid on behalf of customers are shown properly.
Storage, handling and value-added services are billed consistently.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
Each charge code needs the right VAT treatment on the e-invoice.
02
Amounts paid on behalf of customers must be shown separately and correctly.
03
Invoices in USD or other currencies still need VAT shown in OMR.
04
Billing often happens in a freight or warehouse system, not the ERP.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.

It depends on your annual supplies. Businesses above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027. We confirm your phase during the assessment.
No. Fawtara uses a five-corner model, so e-invoices are exchanged through an accredited service provider. Your system connects to the provider, which delivers the invoice and passes the tax data to the OTA.
Usually not. Most ERP and accounting systems can be connected to an accredited service provider. We check your system and recommend the simplest route.
