OVERVIEW
Healthcare providers bill a mix of patients, insurance companies and corporate clients, often with different VAT treatments for services, medicines and medical equipment. Because Fawtara covers both B2B and B2C transactions, invoices to patients as well as to insurers need to be issued as compliant e-invoices.
We work with your billing and IT teams to understand how invoices are created in your hospital information system, pharmacy system or lab system, and how insurance claims are settled. Each scenario is mapped to PINT OM with the right tax treatment, so clinical staff do not see any change.
Under Ministerial Decision 189/2026, VAT-registered businesses with annual supplies above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027, after a pilot with around 100 selected companies that started in August 2026. Both B2B and B2C invoices are in scope, and e-invoices must be archived electronically for ten years. Private hospital groups and pharmacy chains above the threshold will be among the first to go live.
Webtel works with your finance and IT teams from the first review of your invoices to the first weeks after go-live. We map your data to PINT OM, connect your system to an accredited service provider and test real scenarios, so your team keeps invoicing the way it does today while every invoice meets Fawtara requirements.
CAPABILITIES
Bills to patients are issued in a compliant way, without slowing reception.
Invoices to insurance companies and TPAs include the data they need.
Services, medicines and equipment carry the correct tax category.
Claim adjustments and refunds are issued as credit notes.
COMMON CHALLENGES
These are the issues we see most often. Each one is planned for from the start, so it does not surface in the week before go-live.
01
One visit can create invoices to both a patient and an insurer.
02
Medical services, medicines and other items may be taxed differently.
03
Billing often lives inside clinical software that was not built for e-invoicing.
04
Only the data required for the invoice should leave your system.
THE FAWTARA MODEL
Fawtara, the Oman Tax Authority's e-invoicing programme, uses a Peppol-based five-corner model. Invoices are issued in the PINT OM format and travel through an accredited service provider, which delivers them to the buyer and passes the tax data to the OTA. Invoices cannot be sent from an ERP directly to the OTA.
Step 1
In your ERP, accounting or billing system.
Step 2
Checked against PINT OM and Omani VAT rules.
Step 3
Your accredited service provider exchanges it over Peppol.
Step 4
Delivered to the buyer's own service provider and system.
Step 5
Tax data reaches the Oman Tax Authority through Fawtara.

See It in a Demo →WHY IT MATTERS
Every in-scope invoice is issued in the PINT OM format from your go-live date.
Data is checked before it leaves your system, not after a buyer or the OTA flags it.
E-invoices are stored electronically, ready for audits and OTA requests.
Doctors and nurses keep working exactly as they do now.
Only invoice data required by Fawtara leaves your systems.
Structured invoices make claim settlement easier to track.

No more than an invoice requires. We design the mapping so only invoice data, not clinical records, is included.
Usually yes. We check how it produces invoices and connect it, or the accounting system that finalises them.
It depends on your annual supplies. Businesses above OMR 5 million go live on 1 April 2027 and all other VAT-registered businesses on 1 October 2027. We confirm your phase during the assessment.
No. Fawtara uses a five-corner model, so e-invoices are exchanged through an accredited service provider. Your system connects to the provider, which delivers the invoice and passes the tax data to the OTA.
Usually not. Most ERP and accounting systems can be connected to an accredited service provider. We check your system and recommend the simplest route.
