OVERVIEW
Under ZATCA's e-invoicing regulation, every tax invoice, simplified invoice, credit note and debit note issued in Saudi Arabia must be generated electronically — in a defined structured format, with mandatory fields such as a QR code, and stored securely rather than issued as a scanned or handwritten document. This is Phase 1 of the regulation, and it applies to all VAT-registered businesses.
Webtel's e-invoice generation module handles this end to end. Instead of building compliant invoice templates yourself or relying on manual checks, your team issues invoices the same way they always have — the platform takes care of structuring the document correctly, embedding the required QR code and archiving a compliant copy automatically. This gives you a solid Phase 1 foundation that's also ready to extend into Phase 2 integration when your wave applies.
CAPABILITIES
Invoices are structured in the required XML/UBL 2.1 format with every mandatory field, so nothing is missing when it's time to submit or audit.
Every invoice carries a compliant, scannable QR code with the seller, VAT and total details required by ZATCA.
Issue and link credit or debit notes to their original invoice, keeping corrections traceable and compliant.
Every generated invoice is stored in a centralized, tamper-evident record you can search, filter and export whenever you need it.
HOW IT WORKS
Sale details are entered or pulled in from your point of sale or billing system.
The invoice is generated in the required compliant format automatically.
A compliant QR code is generated and attached to the invoice.
The invoice is archived and issued to your customer, ready for Phase 2 if applicable.
DOCUMENT TYPES
Whatever the transaction, the platform generates the right document type — correctly structured and ready for archiving or, when your wave applies, for Phase 2 submission.
WHY IT MATTERS
Every invoice meets ZATCA's structural requirements without manual review.
Invoices generate instantly at the point of sale or transaction entry.
Every document is timestamped, archived and easy to retrieve on request.

Handles a handful of invoices a day or thousands, without added overhead.
FAQS
No. Generation is a standalone Phase 1 requirement for every VAT-registered business. Phase 2 integration is rolled out in waves and can be added on top of your generation setup when your applicable date arrives.
Historical invoices aren't affected retroactively. Once your generation setup goes live, every new invoice you issue is created in the compliant format from that point forward.
Yes. Your team keeps using the systems they already work in — the compliant format, QR code and archiving happen behind the scenes without changing how invoices are issued day to day.
